My Lord,
In my Despatch N. 18, of the 1st of September, I fully explained to Your Lordship how I was situated, and the consequent difficulties, or rather impossibility, which I apprehended in carrying out the Instructions with which I had been honored in my capacity of Governor &c. of this Colony, until I should receive assistance from England. I now proceed to make Your Lordship acquainted with both previous and subsequent measures I have taken.
